I have used 'direct travel' insurance company for years for my annual policy. Have made a couple of claims, my daughter took an asthma attack and had to go into hospital in Palma and was well looked after, so I know they are reliable.

Depending on his age you could try Saga. I believe they are good. My husband is over 70 and we find it more and more difficult. Can't remember who he is with now.....sorry.Will ask him tomorrow and maybe add it then if no other ideas have come up. Mayday

My husband has a blood problem that makes his blood clot more than most people, I found Colombus Direct Insurance to be very good and not as expensive as some other insurers who take on "sick" people.

Have found Candis Magazine's travel insurance deals to be excellent, and high end cover esp for the older age group.
You can find them on-line - excellent mag by the way, and lots of charitable causes covered. If you ever get approached to subscribe, I can recommend it!
